HOUSE CONCURRENT RESOLUTION NO. 34

Directing the Division of Motor Vehicles, Division of Public Safety and the Insurance Commissioner to develop a system to
ensure that every vehicle in this state has insurance.
Whereas, There is no system in place to ensure that every
vehicle in this state has insurance; and
Whereas, A computer network or any other means deemed
necessary is needed to ensure that state residents are complying
with the law of required vehicle insurance; and
Whereas, The Department of Motor Vehicles, the Division of
Public Safety and the Insurance Commissioner shall develop a plan
to ensure compliance with the law; therefore, be it
Resolved by the Legislature of West Virginia:
That the Department of Motor Vehicles be authorized to
conduct a verifiable random sample of five percent of all
licensed vehicles and that the findings shall be presented to the
Joint Committee on Banking and Insurance by the thirty-first day
of January, one thousand nine hundred ninety-six; and, be it
Further Resolved, That a plan for ensuring that the
mandatory insurance law is enforced be presented at the same
time. The plan shall include the costs of the project and any
other means needed to ensure compliance with the law.
